But I don't exactly expect PS2 to ever have anything like this, because we already have other alternative load methods, so I don't think there's enough interest for these types of mods. Not entirely impossible, as I think I have heard of some people creating these types of "drive emulators" for some older consoles, but I don't know if they went past prototyping ever, and how feasible that would be for a PS2.

Hypothetically, maybe if someone will create a disc drive emulation module that replaces the laser/disc drive itself and pretends its reading from a disc, while in reality its just reading a disc image file on a SD card (plugged into this emulator) and relaying that information to the console just like a real laser would. However, if this happens to be possible on a technical level, I imagine it would involve writing a completely different loader similar to OPL, which would use the main PS2 CPU to take over loading duties, but I don't think that possible, unless a completely new exploit gets discovered, that enables software to completely fool the system about what it is doing (like, thinking its accessing a disc from the disc drive, instead of loading from other sources).

This is a hard baked function of the PS2 system as far as I know, so its not like someone can just write a new app that changes this. Im also guessing that it will manage loading even when playing a PS1 game on disc, but since the amount of save data PS1 games use (few KBs, which gets written/overwritten in a few seconds), the CPU can deal with that easily when playing a game or accessing the game's save and load menu/system. If you load from USB/SMB/HDD, the PS1 CPU will automatically work on that. The PS1 CPU can't be used because its being used to manage loading. Looking for information on a mod or repair?
